David Didier, Chief Operating Officer, East Region

David Didier serves as the Chief Operating Officer for AECOM’s East Region, a business with current yearly revenue of $2 billion, profits of $250 million, and over 8,500 employees. David graduated from Villanova University with a Bachelor of Civil Engineering Degree and returned to Villanova to complete a Master of Business Administration degree. He began his career at AECOM in the Philadelphia office as a structural engineer and has since maintained a position of growth at AECOM where he served as project manager, Philadelphia/Delaware Operations Manager, and Transportation Director of Operations for the Northeast Region. David is a strong supporter of the March of Dimes, serving on the board for Pennsylvania/South Jersey. He is an Eagle scout and continued his involvement in scouting as an Assistant Scout Master. He has previously been honored as the Executive of the Year by the Conference of Minority Transportation Officials (COMTO).

Sarina Tufano, EIT, Rail Deputy Department Manager, Philadelphia

Sarina Tufano is currently serving multiple roles with AECOM as Philadelphia's Rail Deputy Department Manager, Regional University Recruiting Leader and her full-time technical role as a Rail Engineer.

Sarina graduated from Drexel University with a Master of Civil Engineering Degree and a Bachelor of Civil Engineering Degree simultaneously through the BS/MS program. She began her career with AECOM as a Drexel co-op in the Philadelphia Rail Department in 2017 to eventually contribute to the group on a full-time basis upon graduation in 2019. Throughout her engineering career, she has had the opportunity to contribute to many complex and exciting rail projects. The most recent being, complete terminal redesign of Amtrak's Washington Union Station in Washington, DC projected at $15B. This massive project encompasses redesign of 32 tracks, 18 double slip switches and other special trackwork to provide optimal operation requirements for six railroad agencies. Sarina serves on AREMA's (American Railway Engineering and Maintenance of Way Association) High Speed Rail committee and is a strong supporter of WTS (Women's Transportation Seminar) where she most recently completed the WTS International Mid-Career Leadership Training. Sarina is an avid traveler, reader and tennis player.

Stephen Foss, PE, Assoc AIA, CSI CDT, Licensed Architectural Engineer

Stephen Foss is a licensed Architectural Engineer currently serving as an aviation lead within AECOM’s Buildings + Places (B+P) Architecture group in Philadelphia.

Stephen graduated from Drexel University with a Bachelor of Science degree in Architectural Engineering and earned his master’s degree from the Illinois Institute of Technology. He began his design career with HNTB as a Mechanical Engineer before moving into an architectural role with AECOM in 2017. He now specializes in the design of passenger transit rail and aviation facilities. Recent projects have included terminal master planning for A.B. Won Pat International Airport in Guam, the new passenger terminal at the Jorge Chavez International Airport in Lima, and the terminal replacement program for the Hollywood Burbank Airport in Burbank. Stephen is a member of the Construction Specification Institute (CSI) and the American Institute of Architects (AIA), Philadelphia chapter. In his spare time, he practices Muay Thai and Pilates.
